The objective of the article is a comprehensive analysis problem interpretation contractual relations and their management into legal field national legislation to achieve significant reduction corruption at municipal level on territory our country. To this objective, set philosophical-worldview, general scientific (analysis, synthesis) special-scientific methods (systemic, structural-functional, comparative-legal) have been used. It proved that lobbying subjective factor affects process regulation.
